Either could be the case. The LAN issue is not likely, because you'd get a message that your TCP/IP connection was being shut down because of the conflict.
The WAN issue is more possible. You set up your router using static info because DHCP wasn't working with it right? Someone else could be getting your IP if their DHCP server wasn't checking to see if an IP was available before offering it (ping). Or someone else could be setting up their system manually with the same settings as you are.
