I think that maybe the reasons for the incredible speeds you get may also be the reasons for the incredibly slow speeds you get as well.
By not having restrictions, you can get super fast connections when there is no congestion, and super slow when the pipe is very congested. I also thought that the idea of someone else using the same IP was interesting.
