Of course they can. They have routers of their own. =)
You could try to tell your HTTP server to run on a higher, non-privileged port
(say, 8000 or something like that). If you can access your server from outside
then (of course, not forgetting to add a :8000 after your host name/IP in the
URL), it's obviously your ISP that's to blame.
