If you can't access your website from the WAN (internet), try a program called "portsniffer". You can scan any port on a specific IP - but you need to try it from someplace else on the net so you go through their routers.
But it sounds more than likely that you have a "protected" IP. My ISP provides this at a reduced cost to customers. To quote their support web page - "What's a protected static IP address? Why do I care? A protected static IP is a normal dedicated IP address with incoming requests blocked. This prevents using the account for hosting web, e-mail, and other Internet services. It also provides some protection against unauthorized access from computers on the Internet. The protection filter blocks all incoming requests on standard ports(<1024).
