I just spoke to my ISP about a getting a high-speed connection, and they
said that I need to buy a program called "TunnelBuilder" (unless I have
OS X... which I don't).

this probably won't help you much, for which I am sorry, but I went through this a couple of years ago when DSL was essentially virgin territory over here in Austria. I was only playing with OSX at the time and using 9(x.x) for most things. I too was told to install TunnelBuilder (most if not all of the DSL set-ups here use VPN, to my knowledge). To cut a long story short, I got online very, very quickly in OSX, made the switch to X for all but a few tasks, and never really looked back. I don't think I ever mucked with TunnelBuilder after that as I slowly, surely weaned myself off of 9 entirely. I don't even fire up Classic anymore - no need really. I think that a colleague or two did in fact make VPN work in 9, but my memory is that it was a bit of a struggle. (note: at that time my ISP gave me a link to a free version of TunnelBuilder - I didn't even know there was a paid version, I've always assumed it was essentially freeware). I could poke around and see if I still have a copy of TunnelBuilder stashed away somewhere in my goodies if you can't find it elsewhere - no promises of course.
also: I would be more concerned that 8.6 is not up to the job, whereas 9.x might give you a shot.
