IMO, the better solution is to just use an old Mac.
We use an old PowerMac 7100/66, OS 8.6, and IPNetRouter. It's
configured for both Comcrud cable and regular dial-up (for all those
days when Comcrud is down).

There's more than enough power in even that old Mac to also let it be
used as a server also. Currently we run File Sharing and NetPresenz
(ftp/http). Until recently, we also used it to share an old serial
Epson printer.
