Apparently so. If I "Reply All" to one of my previous messages, the "to" is 
myself, the "cc" is the list.

If I "Reply All" to this message, it is only addressed "to" the list.

So if you don't wish to get off-list duplicates when someone selects "reply 
all", consider adding Reply-To. This could be done on your MSA (the SMTP server 
your client sends the message to in the first instance), or potentially by hand 
as you're crafting the message.
