No where does the RFC you refer to mention copyright except when declaring its 
own copyright statement.   Furthermore the dictionary (say 
www.merriam-webster.com definition of author does not mention the word 
copyright and the author of the works it does mention is not necessarily the 
copyright holder.  So the word author is often used in a fashion that is 
separate from the copyright holder.
