I was seeing the same behavior, until I enabled every service in the list. Now, after restoring the list to default and unchecking what I don't need, the Services menu is gone again. It looks like the Services menu isn't used unless there are more than 4 options to choose from. Where by "used" I mean, items aren't placed into a sub-menu unless there are more than 4 items. Four or fewer items are simply listed at the bottom of the menu.
