I believe it's supposed to change the window size so it goes from the present, unwanted size to a new, unwanted size. At least that's been my experience.
I know that's not much help, but it never seems to expand the window to the size of the screen (minus the menubar and dock) which is what I always expected it to do. It seems to rely more on expanding the window to fit the content of the window, not the size of the display. So if the window content is smaller than the window, "expanding" it will actually shrink the window down to the size of whatever is in the window.
