I use The Green Button to resize the window small enough to provide
access to the resize control at the bottom-right corner. It seems
weird to have a frame control dedicated to that task.
Most Windows users use Green to do what they expect: set window size
to fullscreen; click Green gain to size the window to what it was. It
should still expose the resize control.
Some apps don't handle automatic window resizing very well, to the
point where the window size becomes such that you just can't reach
the resize control. Clicking Green should be the ultimate
get-outa-jail act, but sometimes an app will be inventive and do
something egregiously unexpected.
