As far as I know, it's not a firmware issue; it's just the Airport software 
that runs as part of the system. Installing new Airport software may upgrade 
the card's firmware in the process, but it is transparent. (I believe 9.52 is 
the latest firmware version, anyway.)

You should be able to connect to a WPA network with that OS and Airport card, 
as I used to support an iMac G3 running Tiger and it connected to just such a 
network with no trouble using a stock Airport card. If WPA is not presented as 
an option, then there is likely a problem somewhere.

If Airport updates are not showing up in Software Update, make sure Software 
Update is not hiding any updates.

And is it a real Apple Airport card, or something from a 3rd party? 3rd party 
cards may not work.
