If they're still running OS 9 then the last machines they could have would be 
G4s, probably Mirror Drive Door G4s from 2003. Exactly why would anyone expect 
Apple to still support seven-year-old machines? MDD G4s _should_ be able to run 
10.5.8; even older G4s (older eMacs, for example) should still be able to run 
10.4.11. G3s should be able to run 10.2.x for certain and 10.3.x with a bit of 
effort. Anyone who's running 9.x is running it because they _want_ to... and 
that means that their lack of support is by their own choice.

That'd be due to the browser support, or rather the lack thereof. I've got a 
beige G3 around somewhere; it usually sits in the closet. I'd put 10.3 on it 
using XPostFacto, didn't like the results, and put 10.2 back. It also has a 
9.2.2 System Folder, so it _can_ boot 9.2.2 if I want it to. Ah. 9.2.2. MSIE 
5.x for a browser... I don't think so. I suppose that FireFox 1 might work, or 
some version of Netscape... Nope, not happening. There's a reason why I tried 
to put 10.3 on that beige, and why it's now semi-retired.
