Indeed, that image is a full installer. However it doesn't seem to support usb booting on every x86_64 mac line. E.g., on my family's mac pro usb booting failed with the kernel forever "waiting for root device" after resetting the usb bus yet the installation proceeded fine when done via dvd. YMMV
