Nope. The dictation doesn't appear to require a connection. Even if it does, I 
think what likely happened was that apple looked at what Siri is used for and 
decided that was not something that made sense on a tablet. Think about it, 
when do you use Siri, when the phone is in your hands, or when it's in your 
pocket? When you are sitting on the couch or when you are driving a car?

I would not be at all surprised to see Siri remain on the iPhone (maybe iPod 
touch at some point) and never come to the iPad.
