It looks like the voice dictation does require an Internet connection.  Given 
the amount of RAM and processing that full continuous speaker-independent 
speech voice recognition requires I am not surprised.

Sure Siri is mostly location based services at present but there are also a 
number of non-location based uses.   I think if they are already sending the 
speech to their data centres, it is a testing ... scaling thing.  

I believe dictation and Siri are the future for iOS devices.  I wouldn't be 
surprised if we eventually (medium term) see an iOS communication / personal 
device without a screen.  The world's first real digital assistant.
