I believe TM makes two passes because it is trying to capture a snapshot of the 
files, but some of the files may have changed, been open, or not been created 
since the backup started. So TM assumes if it runs a second pass, most of the 
changes will have been backed up and now it has a better chance of getting a 
more complete picture.

Of course, changes could be made, files could be created, moved etc. during the 
second pass as well, but hopefully since this should generally be quicker it 
has a lot higher chance of being complete.  The first pass may also require a 
long disk scan whereas the second would almost always be built on file system 
events.

Just my understanding.
