My mos common use of my iPad is sitting on my lap while I'm in bed, that's a 
distance of 14-22", depending on how I'm sitting.

When I am reading my iPhone I am holding it in my hand, and that distance is 
rarely more than 12-14". At 21" it's hard to read text in emails or web pages. 
21" is your arm from shoulder to wrist, which is pretty close to the maximum 
you could hold an iPhone with your hand turned in so you could see it. I just 
had my kid measure from my eye to my inward facing palm with my arm fully 
extended, and that was 23", I never hold my phone like that. I'm a slightly 
above average 72" tall, and I don't think my arms are especially short.

I've read books on my iPhone, and I'm pretty sure it was only about 12" away. I 
read more often on my iPad, but when I am turned sideways in bed holding the 
iPad in my hand I do not have my arm extended, so again, the distance is about 
14" as best as I can measure it.

Right now, I am sitting on the bed and the iPad is on the bed so I can type, 
22" according to tape measure.
