My mos common use of my iPad is sitting on my lap while I'm in bed, that's a 
distance of 14-22", depending on how I'm sitting.

When I am reading my iPhone I am holding it in my hand, and that distance is rarely more than 
12-14". At 21" it's hard to read text in emails or web pages. 21" is your arm from 
shoulder to wrist, which is pretty close to the maximum you could hold an iPhone with your hand turned 
in so you could see it. I just had my kid measure from my eye to my inward facing palm with my arm fully 
extended, and that was 23", I never hold my phone like that. I'm a slightly above average 72" 
tall, and I don't think my arms are especially short.

it does vary a lot …

i read on my phone a lot; the iPad is my partner's, but i read with it a bit most days, usually sitting at a table or on a couch; i usually hold the phone in my hand, but not up in the air; yes, on the phone text can be too small, so i often go landscape and sometimes zoom and pan to read non-"responsive" sites; i am presbyopic, and wear 1.25 readers; when things are at the right distance my vision is very sharp; also the readers probably make small text a bit larger at a given distance

i have remeasured slowly moving the phone away from my face; i am using a folding metric ruler and converting to nearest half inch; i've checked its accuracy; large text on the phone became somewhat comfortable at about 19.5", but i don't think i hold the phone that close much; it's 20.5" if i rest my wrist on the edge of my desk right now; 24" is typical lap holding distance while sitting upright; with 1.5 readers i lose distance vision but i start to be comfortable with the phone at 16"; hanging at my side, i am just under 25" from the point on my shoulder to the knob on my wrist; with arm horizontal to the side it is 23.5"; without contortions, with my arm fully extended, 45 degrees from horizontal (lap position) can hold the phone properly 32.5" from my eye (i am also 72")

fwiw my 15" 'hi-res' MacBook Pro is about 40" away and is comfortable to read; 128ppi @ 40" = 0.67 arc minutes, so it could be considered a retina display

until my mid-40s i could focus to a couple of inches in front of my nose
