I seem to have spoken too soon. I forgot that my email is on an external drive. 
When I try various mdutil commands, I get:

$ sudo mdutil -E /Volumes/MailDisk/
/Volumes/MailDisk:
        No index.

$ sudo mdutil -E -i on /Volumes/MailDisk/
/Volumes/MailDisk:
Error: unable to perform operation.  (-107)
        No index.

So I am at a loss to know how to force Spotlight to create an index for the 
volume.
