I'm using Safari 7.0.1. I hit Command-F and a search field appears in the top right corner. I just checked and that also works in Safari 6.0.5 on Mountain Lion. And the magnifying-glass popup has the same two options and defaults to "Starts With" rather than "Contains". At least I assume that's the default -- I don't think I'd have gone out of my way to choose that setting So it must have been what I wanted enough of the time that I never noticed.
