in theory you can do that with netinfo manager, or for the really
intrepid, niutil on the command line. i don't feel remotely safe with
either, but perhaps there are NeXT veterans here who can explain what
to do.
i dimly recall reading the the group setup in os x is quite rigidly
prescribed in order to get that mac-like 'just move it around'
feeling, so i'd be wary of meddling with it. I've had no trouble
installing and running mysql without creating a group.
by the way, there does seem to be a port of adduser. It's at
http://www.osxfaq.com/downloads/adduser.tar.gz
but i'm not aware of anything similar for addgroup. i suspect it's
incompatible with the netinfo structure.
