I don't run the list, but I've subscribed to many which are set up
similarly.
I would suggest that it's done for the following reasons (give or take..):

1. The practice makes you AWARE that you're replying to the whole group, by
forcing you to do so intentionally.  This prevents user embarrassment, etc.

2. For the same reason it discourages public flame wars

3. Many discussions, especially when off topic (as I myself have been guilty
of) are more appropriately taken off-line.

4. If you belong to many discussion groups, you likely have mail filters set
up to dump them into folders.  If you ask a question directly, an answer
sent to you directly would end up in your Inbox, bypassing the filter, and
is then more likely to come to your attention.  Meanwhile, the response is
still stored in the archive since it was sent to the entire list.

That's my $1/50, HTH...
