Re-initializing CPAN was a good idea, but when you do it, you have to answer the questions *correctly* - see below.

Now, I re-initialized CPAN and chose yes instead of no.
WHY??? I apologize for shouting, but you've already been told that's wrong.

The question you're answering with "yes" or "no" is not a yes/no question. It's asking for a path, and you need to either accept the default - which is "/var/root/.cpan" - by just pressing enter, or enter a full path if the default is not what you want. Neither "yes" or "no" is a correct response.
