The suggestion is to pick close sites geopgraphically, but you may want to consider adding 1 or more halfway around the world. Many sites restrict access during their normal business hour, so getting in at 2AM local time is the way to go. Don't worry about most of the warnings. capn should be able to find something that will work. Once you install the new CPAN bundle and Net::FTP you'll be good to go.
