Regarding the latter, join the macperl-webcgi list, whose members 
use, among others, NetPresenz and Quid Pro Quo (both shareware), 
known as 'servers'.

Read the definitive article on MacPerl/CGI by a member of the list, 
David Steffen, at http://www.perlmonth.com/index.html/?issue=11. And 
search the archives of the webcgi list.

Trickier setup than with most Mac undertakings, but it's very handy, 
not only for testing CGI scripts but also for utilizing the web 
browser as a cheapo GUI for non-Internet Perl programs.

At least it _was_ handy: it's less so for me now in comparison to 
BSD/Apache/Perl on Mac OS X...
