Is there a cpan-shell? I noticed the installme etc droplets that were
installed with the distribution, but no cpan. I didn't see any info in the
readme's.

For XML::Parser, certainly. I wasn't certain whether the proper binary
distro could be found by cpan, and it doesn't (usually) hurt to try ;-)
