tbl is part of / distributed with groff. And last I checked, Apple (and

*BSDs in general) was shipping a *really ancient* groff, probably because
of license concerns.
that's true. it is GNU groff version 1.19.2

and (the old) `tbl' is complaining about an unknown directive in the (new)
groff_char manpage. so that's probably the reason for the trouble.
