I'm speaking of the firmware updates (EFI, in this case) that we get as part of a normal OSX software update. These are probably also included in bootcamp, but if the OSX software is up-to-date, a user will already have the firmware update that includes the BIOS emulation. Here is the latest MBP update (I think):

The bootcamp package is mainly for getting windows going (drivers cd) and an easy-to-use partition tool. I don't believe anything in the bootcamp package is necessary to get Linux going on a Mac.

Also, I would expect that all new Mac laptops after a certain point would have BIOS emulation in the firmware out the door.
