Hello Alex, Hotspots are very quirky things to work with. The font palette is not a pop up but a separate window so hotspots wouldn't work anyway. The quickest way to get around the fonts palette is to jump from table to table with VO-Cmd-t. Also, you can use the first few letters of a font name to find the one you want quickly.
A good use of hotspots in earlier versions of Pages is on the Paragraph styles table in the Styles drawer. You can find out the current style by pressing VO-Cmd-hotspot number.
