Hi,

In addition to what folks have mentioned here, I'll add that it is unnecessary 
to turn Cursor Tracking off.  When you press VO-cmd-return, that command 
handles all your cursor needs and will re-activate proper tracking once you go 
up to a menu item or Stop Interacting etc.
