When you press VO-cmd-return, that command handles all your cursor needs and will re-activate proper tracking once you go up to a menu item or Stop Interacting etc. Later. Usually I wait until at least the third iteration before I upgrade. Mavericks 10.9.3 seems to be more buggy than the final version of mountain lion overall, but there is one thing that is driving me nuts. I can no longer go into a folder, select an item, turn cursor tracking off, hit my down arrow a couple of times to another item, press voiceover-command-spacebar and have that item selected along with the first one. I get in actions menu. Pressing confirm does nothing, and the other options don't seem relevant. How do you select non-sequential multiple items in a folder? Any help would be greatly appreciated.
