It appears from some of the opinions expressed in this thread that the
politics surrounding blindness-related advocacy organizations in the U.S. are

very divisive. Were there always several such organizations, or did a split
occur at some point in the past?

I am sure advocacy organizations are effective, to some degree, at a policy
level in the their respective countries. In my experience, they do not
generally participate in technical standardization processes where the details
of Web standards, for example, are worked out.

The national advocacy organization here, Blind Citizens Australia, is also
very effective in assisting individuals who are subject to discriminatory
practices to obtain redress, initially by negotiation and then by
proceedings under anti-discrimination laws if all else fails.
