Well, unfortunately it sounds to me like you are doing everything right. I've
noticed the funk sound myself and it doesn't seem to matter. I've tried it
myself in full screen and regular and both with mouse following vo and not but
all with the same results. I just can't make it fail.

If you git a menu when you lock the mouse, it means that it isn't in the right
place. So it sounds to me as it the mouse isn't moving to vo as it should. I
recommend going in to voiceover utility/visuals and make sure that if show
voiceover cursor is checked that the magnification is set to 1. I've noticed
that if it is set higher, then many times the mouse wont route to vo correctly.
If that doesn't help than you might need to move the window around.
The only time I get the menu that you mentioned is when I control click in a
table cell. But it sounds to me like you are in the reference tabs as you
should be.

Hi Barry,

In that case I did understand you correctly. Yes, I routed the mouse to the VO
cursor with VO-command-F5 before pressing mouse down (even though this is often
not necessary when I have the mouse pointer to always follow the VO cursor). I
also tried bringing the active window to front with VO-shift-F2, hiding other
applications with command-option-h, and making Numbers full screen. Some of the
times when I would try and see what was under the mouse pointer with VO-F5, I
would just get a funk sound telling me there was some problem. However, other
times it would announce the header of the column but the moving process still
didn't work. I did notice, however, that when I would check what was under the
mouse pointer it would tell me the header name, not the letter of the column.
Not sure if this has something to do with the problem.
