As another poster said, you can go into the VoiceOver Utility and turn them 
off, though the changes you make with the F key shortcuts should stick. I think 
Apple made certain visuals display by default so sighted people could help new 
users more easily, and since the blind user would never know the panel was 
there, it wouldn't affect them and would only help the sighted helper. This 
might need to be revisited nowadays, and a dialog similar to NVDA's prompting 
for some initial setup choices when you first run VoiceOver, would be really 
nice to have.
