Hi, I guess that it is possible. I’ve never bothered removing any of the built-in voices before, so you may have confused the speech engine. If you still don’t have any voice, try going into Recovery mode, try turning on VO there. It should work for you then if you re-install your MacOS, the voices will likely return. The re-install won’t cause you to lose anything, it kind of just re-installs over top as in a migration.
