I can't ever recall finding a way to do it either in the IOS mail app itself nor in settings. Now, maybe, what you have to do is that if you get an offensive e-mail, you can go in to more info, add that e-mail as a contact then block from that angle.
Then again, I can't now recall whether you have to add the offensive sender as a contact before you can do this.
