Most interesting seasoning to the thread gentlemen.
I am curious what an extra slider for the purpose of nuance would have to
do with battery life? after all you can adjust for speed.
Additionally, given such presence can improve the use and attractiveness
of the product over all, it seems a beneficial exchange.
While David's take is understandable, my own discussions with Apple staff,
certainly not developers of course, simply indicated they did not realize
anyone would want this.
I am sure though that they are not speaking for apple proper.
thanks,

I would modify this to say that recent model iOS devices probably have the
CPU to do the job but there is a cost to battery life when CPU load goes up.
I'm sure somebody at Apple made the call to say that this capability was not
worth the impact to battery life. Without knowing what that impact was it's
hard to say if they made a reasonable tradeoff. It might also be something
that will get revisited as the oldest devices roll off the supported list.

It has to do with the amount of processing required for human-sounding
speech. This is quite processor intensive, and iOS devices, though
powerful, are still pocket devices.
