I actually worked for Juniper which was a vendor of routers and firewalls to 
Verizon so it’s no skin off my back.:)  I will say there are some very very 
skilled and just good quality people though working for VZ in Branchburg New 
Jersey so I feel pretty lucky to have been among them but I do understand where 
you’re coming from.
        As for VOLTE, we actually rolled out VOLTE across the entire VZW 
network in one shot.  It became available the day the iPhone 6 became available 
which I believe was September 20ish of last year.  I believe interoperability 
with other carriers came a few months later.  But you should have no problem 
with VOLTE on VZ in Oregon.
        T-Mobile has been hamstrung by spectrum issues.  What eventually 
happened is T-Mobile bought some of the lower 700 MHZ spectrum from VZ back mid 
2014 or so.  This space is hugely valuable because it will cover a wider area 
and penetrate in to buildings much farther than the higher frequencies will so 
especially in rural areas there will be a big difference.  In fact, this 700 
MHZ roll out has helped T-Mobile really start to put the squeeze on business 
customers for VZ and AT&T because it removed a lot of the coverage issues 
you’re mentioning and experiencing.  If I were you I’d check with T-Mobile or 
have a sited person help you look at their map and see if your geographic area 
is covered and if so with the new band 12 spectrum.  If so then I would go for 
it.  The 6+ does not support band 12 as the allocation was made after the 6 / 
6+ was in production but it will definitely be included in the next release of 
the phone so you may want to check that out next month.  AT&T is also an 
option, they are rolling out VOLTE as we speak as well as LTE advanced and they 
may have better coverage.  At this point I would check out all the carriers 
with the exception of Sprint.  Sprint isn’t long for this world and they are 
giving away their network just to add customers and good luck trying to stay 
connected on their network which is a shame because back in the 3G time period 
they were pretty good.
