It's still on your hard drive, though. What that did was make it available 
across iCloud, it didn't automatically store it in the cloud. It's just like 
Dropbox, Google Drive, and other services in that way. Currently, I know of no 
way to store something in iCloud and force it to not also be stored locally. 
That's not to say that such a function isn't out there.
