Normally, when I open my vmware fusion and start up windows 7, the virtual 
windows opens up in full screen mode and I have the use of the keyboard 
straight away.  If I experience problems, I use control+command+f to toggle 
between full screen and minimised screen.  You want full screen of course.  I 
test whether I’m in Windows usually by pressing control+escape which is windows 
shortcut for start up menu.  This confirms to me that I’m in Windows.

Once I know I’m in windows, I often unload voiceover with command+f5 to avoid 
key combination conflicts which although they are rare, they do exist.
