Thank you, Nicolai, for parsing the source code of the login page in question and for suggesting a URL offering a logon without changing Safari's efault cookies setting. I have run this problem by a good friend with extensive Mac OS administrative experience, and he confirms that this oddity happens from time to time. Like you, I can't imagine what advantage is to be gained from drawing information from a page in addition to the one the user has loaded. I may indeed write to the developer, but I may not do so as an end user. I may ask an instructor of mine, the person who has the license for the software that schedules our classes, to forward my concern.
BTW, if one types the error message "Cookies are required to access this site" into the Google search box, several references to this developer's scheduling software come up. It's hard for me to believe they don't know about the problem. It appears to be browser-specific since logon proceeds normally when I use either Firefox or Internet Explorer for Windows.
