The same applies to the iPhone. You might not see the same behaviors on other browsers depending on how they handle the settings, but you're technically not visiting the page when it's loading it from elsewhere. That's not how Safari interprets it, but only goes by the page you're actually on. Having said that, Firefox does actually exhibit the same behavior. If you change the "Firefox Will: to "Use custom settings for history" and under the :Accept third-party cookies: checkbox select "From visited", you get the same result.

You're on the right track.  In fact, cookies must be enabled for all
sites in order for the CoreConceptsClarence.com page to work properly.
This makes no sense.  The default setting for cookies, "allow for
websites I visit," should allow for the page to work.  An Apple
Accessibility representative told me that occasionally, developers
code their pages in such a way as to necessitate Safari's acceptance
of cookies from all sites.  This is a real bother since theoretically,
at least, the user is opening his/her computer to malware if that
setting is allowed to become the default.  It looks like I have
stumbled across a rather rare find here.
