Here's a thought.  Perhaps if you had a USB device such as the Griphin iMik, 
you could rout Voice over to this and plug in a regular non blue tooth speaker 
in the 3.5MM jack?  Now that should solve your problem:  especially if the 
speaker has its own volume?
