I'm not sure what you mean by "paging up and down"? To move by item, use the arrow keys; to jump to the top or bottom, use option-up/down; to find an item, start typing its name. All these require Quick Nav to be off.
To my knowledge, full keyboard access hasn't moved. But I tend to leave that set and never touch it, so I may have missed it.
