Hello E.T.,

The full keyboard access setting can also be changed in system preferences. 
Select the keyboard button, choose the shortcuts tab, then use VO+LEFT and 
VO+RIGHT to navigate through the window and you’ll eventually find the full 
keyboard access setting. As well, you might want to set how the TAB KEY moves 
through web pages in Safari. That setting can be adjusted in Safari’s 
preferences under the advanced button.

As for your query about paging up and paging down, this has been a concern for 
me, too, since I started using OS X. I’m not sure what the best solution is 
either. As Alex mentioned, holding down an ARROW KEY will at least move you 
through a list or text field at a pretty good clip.
