   The arrow keys do their thing, as do th4 Option up and down arrows.

In Windows you can page up or down a long list of items. I may not know what I am looking for or may just want to skip around these long lists. If the Mac's Page Up and Page Down buttons don't work this way, what are they for?

Its been a while since I played with full keyboard access in Yosemite but I remember that I could use the Ctrl f7 combination to toggle it on and off. That shortcut is still in El Cap and is enabled, just does not seem to work.

To my knowledge, full keyboard access hasn't moved. But I tend to leave that 
set and never touch it, so I may have missed it. If ctrl-f7 isn't working, are 
you sure you don't need to press the function key with the keystroke?
