Hi, What you're experiencing is Internet recovery. In Internet recovery, voiceover will not work in the select a network screen. You will have to either get sighted assistance using an app of your choice, or somehow figure out a combination of times to press the down arrow key. Once you find your network, press enter and then enter your password. Upon pressing enter again, you should be placed in your recovery partition. Now go ahead and install the operating system as you normally would
