Have seen messages elsewhere stating that Apple found a problem with
9.3 causing issues with some iPhone models and pulled it. May be
affecting iPads too though my iPad mini 2 updated fine. Give it a few
days or call them.

are you connectted to iCloud on your iTouch?
if so besure backup is turned on and then exit out of settings and on your home
screen plug in your device, and lock the device and let it do a backup of it
