Did not do it wrong. I use DiskMaker X and booted from the USB
installer it created. I actually disconnected all external drives so
there was no mistakingly booting from the wrong drive.

Have done that a time or two and just did it now. Had to restart the Mac
after it booted. An issue I see on occasion is where I might be arrowing menu
extras or desktop icons and VO will not speak alternate items. Example, speak A
skip B speak C skip D and so on.
The busy is still there too.
